Is it always better to tell someone how you feel about them rather than keep quiet?

You ask a really good and insightful question. There's no 'cookie-cutter' answer to this. You have to use your best judgment and 'gut' feeling. I always use the rule that says ... never ask a question if you're not sure that you're going to like the answer. In a way, the same type of thing applies here.
