How do I work the Sims Medieval 'TestingCheatsEnabled' thing?

I'm a bit slow when it comes to computers most of the time. I want to do the whole 'TestingCheatsEnabled=1' thing, but it says its a 'Read Only' file and I can't overwrite it. Is there any way around this?
