Are Photos deleted on camera still copies to computer and are they able to be recovered?

If you delete photos from your camera are they still copied to your computer because I know that when you delete photos they are actually still on your memory card until you overwrite them with be photos. So would they still be copied or would a recovery program be able to recover them without the memory card or camera?
